The show's not stated to take place in Mexico, and there are a lot of characters who aren't of Hispanic heritage. The movie implies that they live in America, as seen on the map showing the Three Mascaritas' travel to Mexico City. Rikochet's family, though, has to be the biggest clue; they have star-spangled costumes and masks with a single star (or at least Rikochet and his dad do), and Rikochet's dad is named "Lone Star"... as in the "Lone Star State", a.k.a. Texas.
